Documenting their decisions: How state-aid eligible undocumented students enroll and persist in college
Undocumented students are ineligible for federal aid programs that support postsecondary education, and must rely on state programs to pursue a college degree. This project quantitatively studies how state aid relates to the educational aspirations, postsecondary decisions, and success of California’s undocumented students as they exit high school. The context is the California Student Aid Commission’s Cal Grant program, which expanded in-state grants towards undocumented students in 2013-14. Using detailed application data for tens of thousands of undocumented students, compared to hundreds of thousands of legal residents, we examine to what extent state aid minimizes gaps in postsecondary attendance and persistence.
